 In Pot-Limit Omaha (PLO), players must use exactly two of their hole cards and three from the community cards to make the best five-card hand. Let's evaluate the hands based on the board: 8♥ 9♥ 10♥ 7♥ 7♠.


- **Hand A: K♠ J♥ J♣ 6♠ 9♠**  

  Using J♥ and 9♠ (must use exactly two hole cards), the best hand with the board is J♥ J♣ 7♥ 7♠ 10♥ (two pair, Jacks and Sevens, with a Ten kicker). No flush is possible since only one heart is used from the hole cards, and the board has four hearts.


- **Hand B: A♠ Q♥ Q♦ 7♦ 2♣**  

  Using Q♥ and 7♦, the best hand with the board is Q♥ Q♦ 7♦ 7♥ 10♥ (two pair, Queens and Sevens, with a Ten kicker). Again, no flush is possible with only one heart from the hole cards.


Comparing the hands:  

- Hand A has two pair (Jacks and Sevens).  

- Hand B has two pair (Queens and Sevens).  

Since Queens beat Jacks, **Hand B is the winner**.
